About Government of Estonia Scholarship

The Government of Estonia Scholarship is an initiative by the Estonian Education and Youth Board (HARNO) to support international students pursuing higher education in Estonia. The scholarship is available for degree and exchange programs at Estonian universities, covering various fields of study.

It is designed to attract talented students from around the world, enhance academic collaboration, and promote Estonia as a global education hub. While the scholarship provides a monthly stipend (€350 for master's students and €660 for doctoral students), it does not cover full tuition, accommodation, or other living expenses.

Eligible candidates must first secure admission to an Estonian university before applying.


The selection process is competitive, based on academic merit, motivation, and recommendation letters. Applications are typically submitted via email to the Estonian Education and Youth Board, with the deadline announced annually.

Government of Estonia Scholarship 2025 Benefits

• The scholarship includes a course fee in the amount of up to 700 EUR (one course per applicant) and the cost of accommodation in the amount of up to 25 EUR per night for a maximum period of 4 weeks.
• The board concludes a contract and makes the transfer directly to the university organizing the course.
  The Estonian university organizing the summer school offers accommodation or makes the scholarship payment to the student. Course fee is also paid to the university.

2025 Government of Estonia Scholarship Eligibility

To be considered for the Estonia Degree And Exchange Program, you must note the following:

• Degree Students: Undergraduate level: Fields related to the Estonian language and culture. Master’s and Doctoral levels: All fields of study.
• Exchange Students:
  Must be enrolled in a foreign higher education institution.
  The scholarship covers the study period in Estonia for up to 10 calendar months per year.

Required Documents

• Completed application form,
• A motivation letter.
• Valid identification (passport or ID).
  Confirmation of admission from the Estonian higher education institution.
• Provide translations if documents are not in Estonian or English.
• If the additional documents are not in Estonian or English, they must be provided with translations into either English or Estonian.

• Download the application form and attach all relevant documents.
• 2025 application period will be open on March 17th 2025 until April 16th (23:59, Estonian time).. Please send your application form and required documents to rvo.dokumendid@harno.ee.
• All documents must be attached to the email. Documents signed on paper are submitted scanned.
• Applications that don’t have attached a confirmation letter of admission to an Estonian higher education institution, by the application deadline, will not be processed.
